Draft Minutes of the Meeting of the Council held on 7th September 2016

03-09-02 Apologies MD Newson
03-09-03 Declaration of Interest None
The Minutes of the Meeting of Newbrough PC which was held on 11th July 2016 were approved by the Council then signed by the Chairman.
03-09-05 Matters Arising
Pavingstone Work Phase II – DJ Forster Building Services have completed the work.
Public Access Defibrillator. This is now ready and the electrician will soon install the unit. The Stephen Carey Trust will also advise on training.
Isos Play Area at Sidgate
The prices quoted by Playdale and Isos for pic-nic table/seats and goal posts was much more than the Council could consider at this time. Clerk to enquire the cost of two tables.
03-09-06 Public First Focus
Issues of erecting the new bus shelter at Sidgate and the proposed Red House housing scheme were discussed.

- Centenary Fields To be progressed at the completion of War Memorial project.
The Council discussed how to make improvements to the verges from Newbrough Bridge to St Peters and how the project could be funded. Chairman to liaise with land owners and present contractors and the Clerk to look into funding opportunities.

It was RESOLVED Newbrough Parish Council will support this application.
Northumberland County Council
Cllr RM Gibson gave a verbal report on NCC activities.
Cllr Walton provided the Council with an up-date on fencing and grass cutting.
03-09-11 Annual Audit and Annual Return
The Annual Audit in accordance with Audit Commission Act of 1998 and the Accounts and Audit (England) Regulations 2011 (Regulations 12-16) the audit for the year ending 31st March 2016 was completed on 12th August; this was presented to the Council. The audit opinion having been given by BDO LLP, there were no matters arising. The Annual return and the BDO Certificate was approved and accepted by the Council.
The accounts are now available for inspection by local electors in accordance with Section 25 of the Local Audit and accountability Act 2014.
As defined by Section 13 (1) of the Accounts and Audit Regulations 2015 the mandatory Conclusion Notice will be displayed publicly for the prerequisite period of time (14 days) with the requisite information.

03-09-13 Bus Shelter
NCC Highways have indicated a positive response to siting the shelter south of the road. There are several funding opportunities that could match the funding (£7,000) already pledged through the County Councillor’s scheme. Plans have been drawn up and the Clerk was asked to contact builders and get estimates for the work.
03-09-14 War Memorial
Public consultation will soon begin using Architect Butler Haigh’s new designs.
