Minutes of the Annual Meeting of the Council held on 6th July 2011

02-07-4  Minutes  The Minutes of the Meeting of Newbrough PC which was held on 2nd May 2011 were approved by Council then signed by the Chairman.

02-07-5  Matters Arising

NCC Planning Training  As a result of this meeting  NCC sent out details of “Settlements and Services” for parishes within the former Tynedale district.  Unfortunately Fourstones was clustered with Newbrough and Warden recorded separately.  The Clerk was asked to inform NCC of several anomalies.
Anti-Social Behaviour There have been a number of incidents lately involving late night drinking, vandalism, fly-tipping, poaching and minor crime.  Clerk to contact the Community Police Officer for advice.

02-07-6  Public First Focus

No issues.

02-07-7  Communications

(a) CAN Newsletter– Copies have been sent to all councillors

(b) Application for Grant Aid Newbrough First School Two applications have been made, one for an Arts Centre the other Swimming Lessons. The Council felt that more information was required  and Cllrs Knight and Johnston will acquire further detail.

(c) LOVE Northumberland rewarding community achievement.  The Council entered the Newbrough Burn Project into two categories but were unsuccessful in both.

(d) NCC-WPC-NPC Liaison Meeting  This will take place in the Red Lion on 19th July at 2.30 pm.  The Clerk, Chairman and Warden’s Chair will attend.  Cllr Heslop is also invited.

(e) Review of Polling Districts and Polling Stations  The Clerk was asked to write in support of continuing the usage of the Town Hall.

02-07-8  Roads

The road sign on the Stanegate near Newbrough Bridge needs replacing.  The verges at the side of the road are also looking a little tatty.  Clerk to meet with Cllr Gibson to suggest improvements.

02-07-9  Footpaths – No issues.

02-07-10  Planning – No planning matters.

02-07-11  Reports

Town Hall: The iron rails at the side of the War Memorial have been replaced and the kitchen work is now complete.


Village Society:  Cllr Page convened an extra-ordinary meeting but no one is keen to take on the role of Chairman or Secretary.


Angling Club: The legal issue of ownership of the disputed stretch should be resolved by the Land Registry by October.


Newbrough CofE First School:  No report


Sportsfield Association: The only sporting activity at present is cricket and several friendly matches have been arranged including fixtures against Corbridge and Hexham Leazes.  Hugh Walton is the treasurer and a raffle has raised some money.  The next committee meeting (usually last Wednesday in the month) is on Wednesday 27th July in Red Lion at 7.30.

Northumberland County Council and MTCT: Cllr Heslop described the present NCC county wide initiative to visit and talk with every parish council.

He mentioned the important consultation process with Hexham Hospital.

After the poor attendance at the AGM, the future and role of the Mid Tyne Community Trust is to be appraised.

02-07-13  Audit and Annual Return

The Annual Audit in accordance with Accounts and Audit (England) Regulations 2011 (Regulations 12-16) is now concluded, with the audit opinion having been given by BDO LLP, it was RESOLVED that the Council approve and accept the Annual Return.

Matters Arising  There were no matters arising from the audit.

02-07-14  Internal Audit

This was reviewed and the Council RESOLVED to re-appoint Deb Hoare as Internal Auditor.

02-07-15  Parish Plan

It was RESOLVED to re-visit and re-appraise the 2006 Parish Plan, and liaise with Warden PC at a joint parish council meeting.  All the relevant documents are published on the parish website ( ) and available for Councillors to prepare for discussion at the September meeting.
