Minutes of the Meeting of the Council held on 9th January 2013

05-01-3  Declaration of Interest

MW Gibson on matters relating to farm land, MD Newson Newbrough First School, PJ Johnston  on all matters relating to Isos Housing Association.

05-01-4  Minutes  The Minutes of the Meeting of Newbrough PC which was held on 7th November 2012  were approved by the Council and signed by the Chairman.

05-01-5  Matters Arising

Code of Conduct – Register of Member’s Financial and Other Interests  These were completed by Cllrs Dixon, Gibson, Knights, Newson and Myers and according to section 29 of the Localism Act 2011 have been placed with the Monitoring Officer at County Hall.

Declaration of Hospitality and Gifts  – The appropriate declaration forms were made available for Councillors to fill in.

Precept -Discloseable Pecuniary Interests – If a member has either a Discloseable Pecuniary Interest or a non-Discloseable Pecuniary Interests which is also of a prejudicial nature they are prohibited from participating in the debate and vote on them.

In normal circumstances a council would need to request the grant of a dispensation under section 33 of the Localism Act 2011 to enable them to participate in the discussion and vote on setting a precept for 2013/2014.  The request would be made because councillors are (or are closely connected with persons who are) council tax payers who will be affected by the precept set by this Council.  In a typical scenario, without this dispensation, the number of members prohibited from participating in the business of setting a precept would be so great as to impede the transaction of business.  However as four members of Newbrough PC are not resident of the parish this case would be difficult to make.  In any event the budget decision took place in November before Northumberland County Council Standards Committee had set up their policy for Dispensations as outlined in paragraph 19 of the NCC Code.

05-01-6  Public First Focus    No members of the public present.

05-01-7  Children’s Play Facilities at Sidgate

A meeting took place on 1st December and was attended by Michael Farr from Isos Housing.  Also in attendance were three parish councillors and County Councillor Edward Heslop.  There were seven members of the public present.

Michael Farr explained that he believed that Isos would be happy to transfer ownership of the site to the Parish Council or a Residents’ Group.  To this end they could be able to make a small contribution to the cost and on-going running costs. They would also be able to help with fund-raising.

The Clerk was asked to contact Michael Farr for further details and to write to some of the adults present indicating the Council’s expression of support.  Cllr Knights offered to take the leading role in assisting and advising any residents group.

05-01-8  Communications

NHS Shared Lives carers, Hexham Courant Visitor, NCC Winter services, CAN News, CAN Annual Report, Local election Costs, Housing Developer Funds, HMRC PAYE Real Time Information (RTI), War Memorial Trust Bulletin.  Letters of thanks for Grant Aid were received from: Lorraine Thompson -Tynedale Hospice at home, Sharon Munro – Great North Air Ambulance, Roger Braybrook -West Northumberland CAB, Simon Aldred –PCC of Warden and Newbrough,The Youth – Youth Project, Tom Gillanders -Royal British Legion Poppy Appeal, Matt Bewick -Sport Tynedale

Broadband Communication Currently in the parish, the lines are only ADSL1 as the Newbrough exchange is not ADSL2 enabled.  It was noted that there is a danger of local firms leaving the area because of poor broadband speeds.  It was RESOLVED to support Warden PC in their campaign to improve Broadband in Newbrough and warden.

The Queen’s Diamond Jubilee Celebrations and the Stanegate Festival

Iain Bennett, Steve Heminsley and the Stanegate Festival Committee have finalised the Festival Accounts.  These have been published on the web-site and on the Town Hall notice board.

05-01-9  Roads   

The weather conditions which have prevailed over the last few weeks and throughout 2012 have resulted in fields being saturated with the water table so high and landowners are experiencing large amounts of ‘run-off’ from their land.  In particular down the B6319, u8138 and C227.  Cllr Newson is collating a dossier which is a continuous record of such pluvial events.

05-01-10  Planning

Planning Applications to NCC 12/03661/LBC  Conversion of half of existing garage into living room/study.  Replacement of on garage door with two full height timber windows., installation of two conservation rooflights, repositioning of boiler flue.  Installation of four conservationrooflights on north elevation to kitchen and bedrooms.  The Old Byre Home Farm NE47 5AR

The Council has no objections to this application.

Planning Applications to NNPA 12NPO0114  Construction of new lodge to provide visitor accommodation and new highway access to North of Carrow Farm. NE46 4DB

05-01-11  Footpaths    

Clerk was asked to arrange an on-site meeting with Neighbourhood Services Officer and Cllr Knights to discuss the condition of footpaths along the Stanegate.

05-01-12  Reports

N&W Sportsfield Association:  No report

Newbrough and Warden Angling Club:  No report

Northumberland County Council  No report

Newbrough CofE First School:  On 23rd January the staff at the school will be undergoing Heart Start training –  Cllr Knights will be involved in the training.

Town Hall  When the Town Hall application for Grant Aid came through to the Council it was accompanied by various pieces of documentation.  It seem apparent that The Town Hall has taken on some formal Articles of Government.  Article 42 of these articles appears to deny the right of inspection of accounts and other records even to members of the committee.  The Chairman requested a copy of the full document.  The Clerk will contact Town Hall Committee.
