Minutes: The Minutes of the Meeting of Newbrough Parish Council held on 6th September 2006 in Newbrough Town Hall were approved and signed by the Chairman.
Butt Bank Signage: TDC Officer (TM) will liaise with Cllr H Brooks when the Fastflow road works have been completed
War Memorial: Holden Conservation Service’s report still awaited
TDC Planning Forum: JR Wood attended the meeting on the 18th October.
Declaration of Interest: MW Gibson declared an interest in the application for planning permission to Tynedale Council 20061296. Cllr JK Steven took the Chair and MW Gibson took no part in the Council’s ultimate conclusion and decision.

Ø National Spring Clean – TDC wish to charge £58 per tonne (plus driver’s costs). Clerk to liaise with Brampton Skip Co and Settlingstones’ representatives.
Ø Shaw’s – Standard Minute Book for Parish Councils. H Brooks will consider making a similar copy for the Clerk to record minutes.
Roads: More complaints regarding the dust resulting from cutting of the road with heavy machinery and discarded rubbish. Clerk to contact NCC. Water seeping onto the road down Mossy Bank (C234) Clerk to contact land owner.
Footpaths: The footpath down Sidgate Lane is overgrown with nettles and bushes. Clerk to organise clean (D Charlton)
20061296 Change of use from agricultural land to school playing field. Newbrough C of E First School Newbrough NE47 5AQ. NPC supports this application as it is in accord with the N & W Parish Plan.
Town Hall: The flat is occupied and the incumbent will take bookings. Other arrangements are in place for cleaning of the hall.
Village Society: MTCT: Sportsfield Association: No report.
NCC: The Local Government white paper is being debated and NCC has to present a business case to the Government by January 25th. Other issues at present are, PLF, Post-16 Transport and the change to 2-tier education together with Academies in Blyth and Ashington.
TDC: Topical issues Budget, Gambling Act – Statement of Policy, LDF Development Control and public access. Also licensing for B&Bs and communal establishments. The siting of litterbins at local lay-bys seems to have proved successful. The introduction of kerb side recycling may be an extra onus to rural dwellers.
Newbrough C of E First School: Big Lottery Bid for £50 000 for a Foundation Stage play area. This will be televised on 13th November and decided by a telephone vote.

Audit: Clerk explained the technical jargon contained in the Auditor’s Report.
Public First Focus: No members of the public were present.
