Minutes of the Meeting of the Council held on 4th January 2012

05-12-4  Minutes  The Minutes of the Meeting of Newbrough PC which was held on  2nd November 2011 were approved by the Council then signed by the Chairman.

05-12-5  Matters Arising   None

Clerk’s  PSD and Training.  The Clerk reported on the recent BOSS Training offered by NALC and CAN which was very well supported especially by councils in Tynedale and provided the opportunity for clerks to exchange ideas and relate good practice.  The Council is now operating PAYE and in February the Clerk will attend a course focusing on the new regulations set out by HMRC.  The Council agreed to support the Clerk

War Memorial  All the metal elements of the memorial have been given SmartWater protection

Remembrance Service   Cllr Dixon attended the Newbrough/Warden Service and laid a wreath on behalf of the Council.  He commented that he was honoured to do this and was pleased to see the event being so well-supported.

TPO Consultation The Clerk has not had a reply to his letter asking NCC to adopt the good practice of informing parish councils of impending work to be carried out on trees in the Newbrough Conservation area.

05-12-6  Public First Focus

Village Neighbourhood Beat PC Douggie Kidd and CSO Nicola Heslop gave a brief resume of their work in the community and outlined several local issues.  The police highlighted the need to keep garden sheds locked and current thefts feature diesel and scrap metal.  In farming areas metal fencing and gates have been taken.

Firefly Forest – Laura Waugh introduced herself and outlined the nature of the youth work she carries out at Allendale.  She would like to introduce –environmental education –forest school –green woodwork and similar activities to under 12’s and teenage groups in Newbrough/Fourstones and Warden.  The Council agreed that this would be of benefit to the young people in the district and asked Laura to draw up a proposal with appropriate detail and the Council would consider this at the next meeting in March.

These items will be included in the Agenda for March meeting.

05-12-9   Roads   

Local actions In response to a communication from the Area Manager Highways and Neighbourhood Services, Cllr Myers offered to appraise road signage and other issues relating to highways.

NCC/PC Liaison Clerk and Cllr Heslop will follow-up agreed actions especially keeping the school route snow/ice free.

05-12-10   Footpaths     No issues.

05-12-11  Planning

Councillors are invited to attend various planning courses  arranged by NALC.

Planning Training

25th January Introduction to Planning Hexham Community Centre.

14th March Localism Act and Neighbourhood Planning

05-12-12   Reports

Town Hall: The caretaker has resigned and the Town Hall flat is now vacant.

MTCT: At a Special General Meeting on 1st December the association was dissolved.

Sportsfield Association: There are plans to run a women’s team and a match is planned, Fourstones v Newbrough, as part of Diamond Jubilee celebrations.

Angling Club: It is hoped that the long-lasting dispute may soon be resolved.

Newbrough CofE First School:  At the recent governor’s meeting it was mentioned that the kitchens have now been completed and there are some plans being made about the facilities across the road.

NCC  Cllr Heslop reminded members that the County Council will introduce its budget at a meeting of the West Area Committee which will be held on Tuesday, 10 January 2012, in the Council Chamber, Prospect House, Hexham at 6pm.  All councillors are invited to attend.
